Create Cut Lines for Big Heads

I have 25 images that will be provided in a dropbox file, I need to have them set up to be printed as big heads. Steps would be remove background and size image to proper size 16" or 24" and then create a nice cut file, Simple task be great if you have experience making a nice cut line for project like this. Please include samples
