Website developer to build a social website

I need someone to get the foundation developed for a social website that is highly secure. I've built websites before, but they have all been susceptible to spam. I need the site built so people can create profiles on it and upload video content. At this point I will need this person to walk me through how to continue to develop the site on my own. Thanks!
