Custom Joomla Navbar Needed

Need a Navbar developed to match the layout of the Navbar on Sagebrush Church's website out of Albuquerque, NM. We would have our own links, but we need the general framework built, and we can replace all the generic links with our own. We would have three columns in the dropdown to match the attached PDF. I can provide all graphics needed.
