Need measurement adjustments in a STL file

I have 2 small pieces that I've already printed from the file as I own a 3d printer. I need some measurement adjustments and I'm having a hard time with it. I've tried in fushion but it doesn't seem to work I think because it's a mesh file. I don't think what I'm looking for is too difficult for anyone with experience
