Build SaaS App

This would be a second SaaS app for my business. I want to build an app to help county and state election offices plan and manage equipment delivery for election days. I want to build it in phases - 1) build a navigable front end without data to be able to demo to potential customers. 2) If i have a marketable product, build the database, and link to pages. 3) build reports.
