CMS Readiness Assessment to Production Go Live Providing the expertise necessary through assessing Claimant Management System (CMS) readiness for production in real-time use in accordance with the outlined minimally required tasks. Develop the Technical Readiness Assessment Review and provide feedback of Cutover Plan that lists tasks which outlines how to transition from an old system to a new one. The Cutover Plan includes the order of tasks, who is responsible for them, and how to verify they’ve been completed. CMS Cutover Plan shall include (but is not limited to): a) Comprehensive tasks in chronological order b) Task owners and back-up owners c) Start and end dates d) Start and end times e) Verification criteria f) Task dependencies g) Rollback plan (or contingency plan) (2) A Rollback Plan includes detailed descriptions of changes being made, current system configurations, step-by-step rollback procedures, assigned roles and responsibilities for execution, a test schedule, emergency contact information, version control, database back-ups, and a plan to monitor the rollback process to ensure successful reversion to the previous state. B. Develop and execute a Technical Readiness Assessment over the Claimant Management System (CMS) to include the following tasks at a minimum: (1) A system technical readiness assessment identifies critical technology elements (CTE), evaluating the technology readiness level of each CTE, assessing the maturity of each technology, analyzing potential risks associated with immature technologies, and documenting findings in a comprehensive report. (2) Other components of the report should address: a) Performance test review b) Data validation review c) System integration review d) Technical infrastructure and capacity planning review to ensure infrastructure is technically sound and capable of handling large amounts of activity C. Develop and execute an Operational Readiness Assessment over the Claimant Management System CMS to include at a minimum: (1) Data readiness: assessing the quality, accuracy, and accessibility of data required for the new system, including data migration plans. (2) External dependency review. (3) Security review: evaluating potential security risks and vulnerabilities associated with the new system and ensuring necessary security measures are in place. (4) SWOT (Strengths, Weaknesses, Opportunities, Threats) assessment: a) Gap Analysis: identifying areas where the current state falls short of operational readiness requirements and developing mitigation plans. (5) Compliance review (federal, state, local requirements). (6) Documentation review: assessing the completeness and accuracy of user guides, technical documentation, end-users training materials, and any operational procedures. (7) Solution scope review. (8) Solution acceptance review. D. Develop and submit for Client’s review and acceptance the Final Report, which includes (but is not limited to) the following details: (1) Approach to each of the assessments/reviews (2) System strengths; (3) Findings highlighting areas of concern and proposed recommendations; and (4) Action plan for SME to address and implement findings including prioritization and estimated duration in business days for each task. Key Qualifications and Performance A. Knowledge (1) Technology Readiness Levels (TRL): Understanding the TRL scale, its definitions, and how to apply it to various technologies is crucial. (2) Technical Concepts: A solid understanding of the technologies being assessed, including their principles, limitations, and potential applications. (3) Assessment Methodologies: Familiarity with different TRA methodologies and frameworks, including their strengths and weaknesses. (4) Data Analysis Techniques: Knowledge of statistical analysis, data visualization, and other methods for interpreting data and drawing conclusions. (5) Reporting and Documentation: Ability to structure and present findings in a clear and concise manner, including the ability to create reports and presentations. B. Skills (1) Data Analysis and Interpretation: The ability to collect, analyze, and interpret data related to technology maturity and readiness. (2) Critical Thinking: Ability to identify key issues, assess risks, and make informed recommendations. (3) Communication: Strong written and verbal communication skills to effectively convey findings and recommendations to stakeholders. (4) Problem-Solving: Ability to identify and address technical challenges and develop solutions. (5) Technical Proficiency: Proficiency in relevant technical tools and software (e.g., Azure DevOps [ADO], Reconnect System, SharePoint). C. Abilities: (1) Adaptability: Ability to adapt to different technologies and assessment contexts. (2) Objectivity: Ability to conduct assessments objectively and without bias. (3) Collaboration: Ability to work effectively with diverse teams and stakeholders. (4) Decision-Making: Ability to make sound decisions based on data and analysis. (5) Problem-Solving: Ability to identify and address technical challenges and develop solutions.
