Simple executable to call a program on 3 minute intervals.

I am automating a PC (windows 10) project. I am working on a macro programming tool to run several steps for me. The app has to do with stock trading. Here is what I am looking for from a programmer. I need an exe that I can pass four parameters to For example: Applauncher {macroprogram macrocommandfile}, {Starttime}, {stoptime}, {minutes}. I want the executable app to run in the background and run the macro file every interval {minutes} setting between the start and end time. My goal is to run it every 3 minutes between 9:30 EST and 4:00 EST. (Market hours) But I would like to have the parameters for flexibility if I want to change it to 4 minutes etc.
