Solar Design Needed for Riverside County

I am looking for a solar system design to be done for a residential property in Riverside County, California. It will be a hybrid system with 5 kilowatt of solar panels and 3 kilowatt of wind turbine for an in-grid system. I want to incorporate 15 panels that I already have (please see attached photo of the panel information). Please provide your qualifications, turn-around time, and cost. I am looking to do this ASAP.
