Integration of Progromatic Ads on Web App

I am the owner of a looping web application that can be accessed via both televisions and mobile devices. As an integral step within my business model, I am seeking to implement programmatic ads via an ad network. The looping web application is centered around sports trivia questions that cycle through every fifteen seconds. It is here, within each question (so fifteen second interval) I would like to place an advertisement. I am currently trialing Adsterra (was not able to sign up with Google Adsense based on my business model as described above) and running into numerous issues and thus I am hoping an SME within the field can work with my developer to achieve the below: 1) setup and integrate seamlessly programmatic ads via a trusted, high quality network, that will appear automatically when viewing the screen via a TV or mobile phone 2) achieve the highest CPM possible
