Target Audience: Homicide Victims' Families: AdvocacyHub is primarily dedicated to serving families who have tragically lost loved ones to unsolved homicides. These families often face immense emotional and practical challenges as they seek closure and justice for their deceased relatives. AdvocacyHub aims to be a supportive, understanding, and empowering space where these families can access resources, guidance, and a community of individuals who have gone through similar experiences. Family Advocates: In addition to the families directly impacted by the cold cases, AdvocacyHub also welcomes family advocates. These advocates play a crucial role in supporting and assisting the homicide victims' families in their pursuit of justice. They offer valuable insights, expertise, and resources to help families navigate the often complex and overwhelming process of reopening and reprioritizing unsolved cold cases. By bringing together both homicide victims' families and family advocates, AdvocacyHub creates a collaborative environment where shared knowledge and experiences can lead to more effective advocacy efforts. Together, they form a united front, striving to bring greater attention, awareness, and resources to bear on unsolved cold cases, with the ultimate goal of advancing these cases and achieving justice for the victims and their grieving families. Needs Assessment: The current cold case backlog is an overwhelming and staggering problem, with hundreds of thousands of unsolved homicides in the United States. The decline in clearance rates since the 1980s, exacerbated by the pandemic, has left families of victims with little hope of closure and justice. For example, clearance rates in New York State fluctuated drastically between 2017 and 2019, ranging from 13% to above 60% depending on the region. In NY State alone, there are over 30,000 unsolved homicides. The impact of this backlog on families of victims is profound and far-reaching. The consequences of unsolved homicides include: Prolonged Grief and Trauma: Families face prolonged grief and trauma due to the lack of closure and resolution. The uncertainty surrounding the case, coupled with the fear and hopelessness, can lead to increased risk of depression, anxiety, and PTSD among survivors. Financial Burden: Families not only endure the emotional toll but also face significant financial burdens. Expenses related to investigations, funerals, and legal fees can compound their already distressing situation. Strained Family Relationships: The strain of coping with grief and unresolved cases can lead to tensions within families, causing feelings of blame, resentment, guilt, and anger. Sense of Injustice: Families experience a deep sense of injustice, feeling that the killer has escaped accountability and that their loved one's death has been overlooked. Frustration and dissatisfaction with the criminal justice system become prevalent. Community Impact: Unsolved homicides also affect communities, causing fear, mistrust in law enforcement, and a sense of insecurity. Lack of Support and Resources: Families often struggle to access adequate support or resources, hindering their ability to cope with the loss effectively. Marginalized Community Impact: The impact is even more pronounced for marginalized communities, facing additional barriers to accessing support and resources. Social Anxiety: The stigma associated with homicide can lead to social isolation and a lack of support for families of victims, further exacerbating their struggles. The current approach to cold cases, characterized by limited resources and low priority, is insufficient and perpetuates the backlog. Families and communities suffer, living with grief, powerlessness, and unresolved trauma, while their loved ones' killers may remain free to commit more crimes. Additionally, the current landscape lacks a centralized and comprehensive resource for victims of homicides and their families to seek advice and support. They are often left to navigate a fragmented system, requiring them to approach multiple victims' services agencies or take on the financial burden of funding their own re-investigation efforts. This scattered approach can further compound the challenges they already face, leaving them feeling overwhelmed and isolated in their pursuit of justice. AdvocacyHub aims to fill this critical gap by providing a single, accessible online platform where families can find a wealth of advocacy guides, support materials, and resources, streamlining their journey and offering a much-needed lifeline. Through AdvocacyHub, they can connect with a network of like-minded individuals, family advocates, and experts, creating a unified community dedicated to empowering families in their quest to reopen and reprioritize unsolved cold cases. By consolidating essential resources and fostering collaboration, AdvocacyHub becomes a beacon of hope and strength, offering a transformative and inclusive space where victims' families can find the support and guidance they desperately need. Michael Holbrook in his paper “Solving Cold Cases Using Modern DNA Technologies” cites research that found: “Secondary victims reportedly experienced insomnia, feelings of insecurity, remorse about happiness, and perpetual anxiety about memories of the deceased and homicide being triggered. They also report loss of innocence, of peace of mind, and of trust and faith in other people Project Objectives: Based on this preliminary survey of homicide victims families- There are 3 major areas where they feel they face significant challenges in regards to their loved ones unsolved cold case: Based on the survey results, it is evident that families of unsolved cold case homicides face significant challenges and struggles in their pursuit of justice. To address the specific concerns highlighted in the survey, the project objectives for AdvocacyHub will focus on the following: Enhanced Communication and Support: AdvocacyHub aims to be a reliable platform for advocates and families of unsolved cold case victims. We will develop tailored resources to assist families in confidently approaching law enforcement to request reprioritization or reopening of their loved ones' cases. Our commitment to fostering transparent dialogue and empowering families will be reflected in continually expanding our toolkit with valuable resources that bridge the communication gap. Through this proactive approach, we address the concerns of 70% of respondents who struggle with feelings of stagnation and helplessness, providing guidance to encourage progress in their advocacy journey. One of the comprehensive advocacy guide we want to create is tentatively titled “Rekindling Hope: Advocating for Cold Case Reopening with Law Enforcement" Guidance and Resources: AdvocacyHub aims to provide families with a comprehensive directory of contacts and support services, ensuring they have access to the assistance needed to propel their cases forward. By collaborating with other advocacy organizations, we will build a one-stop resource center, addressing the concerns of the 70% of respondents who expressed uncertainty about accessing help. This centralized platform will offer families a valuable roadmap, guiding them towards the right resources and empowering them to navigate the complexities of their advocacy journey with confidence and clarity. Community and Empowerment: To foster a supportive community of families and advocates who share similar experiences, combating the feelings of isolation and loneliness expressed by 63% of respondents. AdvocacyHub will encourage collaboration, shared experiences, and collective strength to empower families in their advocacy efforts. Some ways we plan to do this are: ● Discussion Forums: The platform can feature discussion forums where families and advocates can engage in conversations, ask questions, and offer support to one another. These forums can be categorized by topics such as legal advice, emotional support, and advocacy tips. ● Sharing Success Stories: AdvocacyHub can highlight success stories of families who have successfully advocated for the reopening or reprioritization of cold cases. These inspiring stories can serve as motivation and offer valuable insights to others in their pursuit of justice. ● Expert Webinars: The platform can organize webinars featuring experts in cold case investigations, victim advocacy, and legal representation. These webinars can educate families on effective advocacy techniques and provide a platform for asking questions and seeking guidance.
