International Contractor Policy and Contracting Specialist (Short-Term Consultancy)


Description: The Committee to Protect Journalists (CPJ) is seeking an experienced consultant to overhaul and formalize our international contractor framework. We currently engage approximately 33 contractors outside the United States, many performing similar work under inconsistent agreements with varied scopes, unclear expectations, and differing hour structures (weekly vs monthly). A wide pay adjustment for this group is also pending. This project is about building a transparent, sustainable, and compliant structure for international contractor engagement. A significant part of this effort involves developing a consistent, thoughtful onboarding experience that sets contractors up for success and reflects CPJ’s values and standards. Contractors are integral to our work, and our goal is to ensure they’re fully oriented to CPJ’s values, expectations, and policies from the start. This includes being introduced to key policies—such as anti-harassment, online safety, remote work, use of equipment, and professional behavior—through a clear, structured onboarding process. These policies are documented in CPJ’s internal Notion workspace and need to be made accessible and understandable for international contractors. Scope of Work: The consultant will: -Audit our current international contractor roster, including roles, contracts, rates, locations, hours, and status -Identify gaps in compliance, documentation, and classification risk -Develop standardized, scalable contract templates for the types of work and engagement structures we use (weekly/monthly hours, deliverables-based, short/long-term) -Review our current use of BambooHR for contractor performance tracking and align recommendations with our existing systems, including exploring how our 30/60/90-day plan approach for staff might be adapted for contractors -Advise on compliance risks across key contractor locations and suggest practical safeguards -Design a structured and scalable onboarding process for international contractors that leverages BambooHR, Deel, and Notion, including: *A clear welcome/onboarding checklist tailored to contractor roles *Guidance on when and how to provision CPJ-issued equipment *Create a clear path for international contractors to understand which CPJ policies apply to them and how, drawing from CPJ’s existing Notion-based policy library (e.g., anti-harassment, online safety, remote work, equipment use, professional standards). CPJ does not currently have a formal code of conduct, so framing and orientation will matter. *Guidance for managers on orienting and supporting contractors -Draft a manager-facing memo to support implementation and consistent oversight practices Deliverables: -Contractor overview spreadsheet (roles, rates, hours, location, contract status, red flags) -Standardized contract templates with flexible clauses tailored to various contractor scenarios -Equipment provisioning policy and sample contract language -Onboarding toolkit, including: *Contractor-facing onboarding checklist *Policy acknowledgment form *Template welcome email or materials *Manager onboarding checklist -Performance tracking templates or guidance that build on CPJ’s existing BambooHR workflows and incorporate adapted 30/60/90-day milestones for contractors where relevant -A structure or template for contractor onboarding and guidance materials organized in Notion, linking to relevant CPJ policies -Policy integration checklist for contractor compliance -Written memo for managers outlining expectations for oversight and renewals -All templates should be delivered in editable Google Docs/Sheets format. The consultant should indicate which documents are intended for signature so our team can convert them into fillable PDFs and set them up in Adobe Sign or Deel. Ideal Consultant Profile: -Experience working with international NGOs or nonprofits -Deep understanding of international contractor engagement, compliance, and worker classification -Experience designing onboarding systems that align with organizational tools and workflows -Familiarity with BambooHR and Deel (or similar platforms for HRIS and contractor management) -Experience using Notion to build internal documentation, onboarding guides, or knowledge libraries -Strong communicator with a practical, systems-minded approach -Bonus: experience with IT provisioning and secure remote work practices Timeline: We would like to begin as soon as possible. The project is expected to take approximately 4 to 6 weeks.
