Windows Desktop Program Developer

I’m looking for a programmer to write a desktop program that will help me with outlining certain X-Y coordinates within a special file format. Then outline these to a vector fill or Vector line. Editing capabilities or tools as well. Text lettering tool etc. I understand we need to start the core of the program first then work on features as we go. Will need help with coding the file format to pull the X-Y coordinates etc. I do have a budgeted amount, so please quote estimated time frame. Will need NDA signed.
