Fixing Broken Wordpress Blog

My blog with an old WordPress has seemed to crash and I need to restore it. A friend I usually work with isn't available to help but he did take a look to conclude the best approach. He said the database appears to be fine and accessible but the PHP code somehow got messed up. He said the way the PHP code was messed up looked suspect and that it would be safer to extract the data from the database and restore onto a fresh WordPress install. What I would want done is to get the WordPress data out of the main site that's messed up and restore it onto a separate dev site on my site hosting. Then, once it looks fine to me, we will archive the main cPanel site and start from scratch to restore to the refreshed/new site. I will provide logins to the cPanel sites as needed, and if you need me to manage anything for access to those sites or a fresh cPanel I can follow instructions. My friend said the whole effort should only take a few hours and is not complicated and that I simply need someone competent in: WordPress, MySQL, and PHP.
