AML and MLRO Professional for API Licence Application for a Fintech Startup

We are an early stage fintech, looking to provide payment/cross border payments services and preparing to launch innovative payment services in the UK. As part of our regulatory journey, we are currently applying for an Authorised Payment Institution (API) licence from the Financial Conduct Authority (FCA). To support this, we are seeking an experienced Money Laundering Reporting Officer (MLRO) to join us on a contract basis and lead all aspects of anti-money laundering (AML) compliance throughout the application process and beyond. Role Overview: As the MLRO, you will play a critical role in shaping and executing our AML/CTF framework to meet FCA requirements. You will be instrumental in drafting and reviewing policies, ensuring operational readiness, and representing the MLRO?AML function during the FCA authorisation process. Key Responsibilities: Serve as the registered MLRO for the FCA API licence application. Develop, implement, and maintain robust AML/CTF policies, procedures, and controls. Assist in drafting the regulatory business plan and relevant compliance documentation. Conduct risk assessments in line with FCA expectations and business model specifics. Liaise directly with the FCA during the API authorisation process, responding to queries and requests. Advise on AML systems and tools to support ongoing transaction monitoring and reporting. Provide AML training to staff and support a compliance-first culture across the business. Prepare for ongoing compliance post-authorisation, including SAR submissions and reporting duties. Requirements: Proven experience as an MLRO or Deputy MLRO within an FCA-regulated firm (preferably a payments or e-money institution). Deep understanding of the Money Laundering Regulations, JMLSG guidance, and FCA requirements under the Payment Services Regulations 2017. Demonstrated experience supporting or leading FCA licence applications (e.g., API, EMI). Strong understanding of AML/CTF risk in the context of digital payments. Excellent communication and report-writing skills. Eligible to be approved as an MLRO under the FCA’s Senior Managers and Certification Regime (SMF17). Desirable: Experience with fintech or early-stage start-ups. Familiarity with transaction monitoring systems and AML software tools. Legal or compliance qualifications (e.g., ICA, ACAMS).
