Website and possible extortion issue

I have a strange situation. A website (below) published an article about someone with my same name stating he is a con artist. The prior owner of the website added a blurb stating that this person wasn't me but it still has negatively impacted me in terms of finding a job and people assuming I'm this other person (same name, looks a bit like me). I reached out to the new owners to request that they remove the article and said I would be ok to pay a small fee if they would consider. They requested $1500 and mentioned that it is their business model to get paid by people to add the article and then get paid by the targets to remove it. This seems like it borders on extortion so I was checking to see if there is a way to get this resolved. I'm not interested in paying the $1500 because they are individuals outside the US and I'd have no recourse if they lied about the removal.
