Fact-Checker Needed for Think Tank Article about China

Hello! I need someone with a high attention to detail to fact-check a 25,000 word think tank white paper (similar to an academic article, but with a stronger policy focus) that currently has 219 footnotes. We need to ensure that all the numbers are correct (i.e. no transcription errors), that all the numbers are current (not outdated or with new data available), and that there are no factual inaccuracies in the paper. The fact-checker should be able to distinguish between when the author is providing his opinion versus a verifiable fact that needs to be checked. Some (maybe 5-10%) of the citations are to Chinese language sources, so the ability to read and check those is desirable. A knowledge of foreign affairs (and military technology in particular) may be helpful for this paper. I plan to start by offering a (paid) five page test to a few different fact-checkers and then proceeding to do the whole paper with just one person. There are 3-4 other papers in the series that will eventually require fact-checking as well.
