Google Play Store App Payment Pending Resolution

We have an app hosted on Google Play Store that allows in-app subscriptions purchases after a 3-days free trial. The user sign up flow allows the acceptance of the user’s payment method during the initial sign up followed by first 3-days of free trial activation. After the free trial expiration, the user's payment method is verified and then informed of payment processing. If the user does not cancel the transaction, it is supposed to be charged. What we are observing: a lot of the transactions after the free trial are showing as “Payment pending” for months even through the payment method shows verified. It is to be noted that not all of them show payment pending and go thru the charges appropriately. Attached shows a snapshot of the process and description. We need help to resolve this issue by setting up a call with the google Play Store technical support and showing them some of the exact transactions that are in this status to identify root cause and resolve.
