Database Development and Application Upgrade from DBase/Lotus System

I am looking for someone to help me "upgrade" my 23-year old database and web portal application for my retirement plan business. Currently using dBase (DOS) and Lotus 1-2-3. WHAT WE CURRENTLY HAVE - Retirement plan participants have access to a web portal that they can log in and change personal information (e.g. address), as well as request distributions, change how much of their plan is going towards an investment fund, downloading statements, etc. - We then leverage dBase as our data warehouse that holds plan participants information: SSN, address, contributions they have made to the retirement plan, distributions that we have paid out, if they are eligible for certain things, etc. - We also use dBase to make daily valuation adjustments of the current plan values. Those values then flow into each participants "allocation" of the fund and their balance increases/decreases. - We still use Lotus 1-2-3 since it has a native function with dBase to do all of our plan participant filtering/sorting, creating lists of people we need to send notices to, etc. I would want our database to work natively with Excel to do this part of the job. WHAT WE NEED - A new web portal for plan participants to access and make all the changes above. - A new data warehouse to house all of this plan participant information (8,000 people) - Cloud based would be ideal so I can access this from anywhere. - The ability to change valuations of plans on a daily bases and have it flow through to the values for each plan participant - Work natively with Excel so we can ditch Lotus 1-2-3 The problem we have right now is that the software we are using is so old at this point that web hosting platforms (like GoDaddy) are starting to kick us off because they don't want to host/use old integrations like these. Further, we have to still use a computer with an old version of Windows that still allow for Lotus and dBase and eventually that will cease to exist. It's time to bring this into the 21st century. If you have a strong idea how to build this database + application in a modern way, I'd love to hear from you. Please share: 1. What database/application structure/architecture you would recommend. 2. A rough estimate amount of time to build this out? (We can do a Zoom screenshare so you can see what our current system looks like.) 3. A rough estimate regarding cost to get this done. 4. What ongoing costs would be associated with keeping the database up and running once it's built? 5. Have you developed anything similar? If so, please share.
