Google PPC Expert required to improve my campaigns

I am looking for a digital marketing specialist that is an expert in Google Ads, I have an existing Google Ads account of which I am running some google shopping and some paid search Ads in Australia. My business is around womens clothing. I would like to improve the return on investment because my campaigns aren't converting well. I would also like to expand my Advertising to more areas of Google like Retargeting/Remarketing. I am also interested to try Meta Ads as long as it converts to sales. I would keen to explore SEO if this relationship works well and I can see improvements to my business.
