.Step file needed from scratch

I need a few .step files made from scratch for a tool design for CNC Machine. But for a start one file will do at a time. The Main tool design of an electric power tool design needs a two part .Step file. One .step file for the upper part of tool showing the inside and dimensions and one .step file for lower part of tool showing inside and dimensions. Attached is a stl file is example of the tool and how it should look like. The other pic gives the size. There should be exits in the attaching of the tool and the stand underneath tool connections.
