Website Refresh and new Quote Form

I have a word doc that clearly articulates our needs/expectations attached below. We are looking for a website refresh that brings the user interface up to the 20th century as well as some modifications to our Quote Form and a new File Upload tool. The backend software/database will remain in our area of responsibility and are outside the scope of work in this project. Should this be achievable via a web-building tool like Wordpress, I would be ecstatic, but our core quote engine and order placement form need to remain working.
