Python or javascript app to receive raw HL7 files over TCP and send out via HTTPs

Need a local installable .exe to receive HL7 files(text based msg) as raw data and pass to a url endpoint. No editing of files just send the raw message. Needs to have a simple ux to enter receiver TCP port and destination url endpoint. Need simple viewable error log. Prefer it receives the raw text file and place in json message to be delivered to https endpoint we already have setup. Should be simple to install. Python or javascript is acceptable.
