Permit package for a 24x32 ft Solar Pergola

I'm looking to design a stand alone pergola that would cover our pool. That would mean a ~30ft beam span. That kind of dimension falls into the structural engineering area in my mind. The overall dimensions would be 24ft x 32ft, we would be putting some solar panels on top and it would likely just be a flat roof with the solar panels covering it. I'm located in Corona, California so I would need a stamp for that state. Footings would all have to be done as there is just a 4" slab around the pool. I don't have a geotechnical report for my property We're not decided on materials yet (steel vs wood) but it would come down to cost. I think steel would be preferred for longevity, but we'd have to see. This is the solar panel spec sheet, there will be 18 panels. They roughly work out to 2.3 lbs/sqft probably a bit more with racking. The deliverables should include: - Architectural drawings - Structural drawings - Material specifications and any necessary calculations for load and wind resistance so I can submit them to my city's planning department. I've attached a picture of a rough location, and the solar panel spec sheet.
