SQL Process to Disable Jobs & Streamline Service Broker -- 2

We have a process called " database monitoring application process " which does recursive killing of blocked sessions if previous 5 plus iterations has resulted in severe blocking and it's still continuing. We know want to update this process to include logic to disable jobs and bring service queues to a single thread
