Strategic Policy Communications Support


REQUEST FOR PROPOSALS (RFP) FOR STRATEGIC POLICY COMMUNICATIONS SUPPORT I. Introduction The Outdoor Industry Association (OIA) is seeking proposals from strategic communications and public relations agencies to enhance our policy communications, drive media engagement, and strengthen our influence at the state and federal levels. We are looking for an expert partner to expand OIA’s thought leadership, increase earned media opportunities, and position OIA as the business voice of the outdoor industry. ________________________________________ II. Scope of Work Goals • Increase OIA’s strategic policy communications capacity to support rapid response advocacy efforts. • Strengthen OIA’s relationships with policymakers, media, and stakeholders through compelling storytelling and messaging. • Establish OIA as a thought leader in trade, outdoor recreation, and conservation policy. Objectives & Activities 1. Content Development & Management • Develop and manage OIA’s standing policy communications across multiple platforms (e.g., bimonthly policy briefs, press statements, social media content). • Expand and refine OIA’s existing policy assets (e.g., reports, white papers, fact sheets). 2. Earned Media & Thought Leadership • Draft and edit talking points, op-eds, press releases, and other media materials. • Initiate conversations with journalists, press outlets, and key opinion leaders (KOLs). • Identify opportunities for positive media coverage and high-impact placements. • Develop and execute press-worthy events and strategic thought leadership opportunities. • Create and manage a roster of OIA member experts for media engagement and policy consultation. 3. Stakeholder Engagement & Messaging Coordination • Strengthen OIA’s engagement with policymakers and key decision-makers through targeted messaging and advocacy materials. • Align internal and external messaging to ensure consistency across OIA’s initiatives. • Amplify grassroots and coalition efforts through coordinated, strategic communications. ________________________________________ III. Expected Outcomes • Enhanced state and federal policy influence through strategic communications and media engagement. • Increased awareness of OIA’s policy priorities among members, policymakers, and the public. • Strengthened collaboration between industry stakeholders and government agencies. • Greater recognition of OIA as an authoritative voice in outdoor industry policy. ________________________________________ IV. Proposal Requirements Interested agencies should submit a proposal that includes the following: 1. Agency Overview • Background, experience, and qualifications relevant to strategic policy communications and PR in the outdoor industry. Please highlight any policy connections/expertise. 2. Approach & Methodology • Proposed strategies for achieving the objectives outlined in this RFP. • Creative approaches for media engagement, content development, and thought leadership. 3. Team & Resources • Key personnel who will be involved in the project, including their relevant experience. • Any subcontractors or partners who may be engaged. 4. Case Studies • Examples of previous work with trade associations, advocacy organizations, or related industries. 5. Budget • Detailed budget proposal, including cost breakdowns. ________________________________________ V. Evaluation Criteria Proposals will be evaluated based on the following criteria: • Demonstrated expertise in policy communications, media relations, and stakeholder engagement. • Understanding of the outdoor industry and its policy priorities. • Creativity and effectiveness of proposed approach. • Track record of successful earned media and thought leadership campaigns. • Cost-effectiveness and feasibility of the proposed plan. ________________________________________ We look forward to reviewing your proposals and working together to elevate OIA’s strategic policy communications.
