I’m seeking a consultant with expertise in international trade, customs, and cross-border vehicle modification regulations. I am currently planning to purchase a tow truck body from China, have it shipped to Mexico, and install it there under a temporary vehicle permit. The truck is owned in the U.S. and will be re-imported after the tow truck body is installed. The goal is to legally avoid or minimize U.S. import tariffs on Chinese-manufactured equipment by handling the installation in Mexico and bringing the finished truck back into the United States. I need guidance on: • U.S. Customs compliance for this strategy • Temporary vehicle permits or TIPs for Mexico • Legal framework for modifying a U.S.-registered truck in Mexico • Avoiding potential red flags (border issues, re-import problems, penalties, etc.) • NAFTA/USMCA regulations and their application to this case • Advice on documentation, declarations, and any exemptions You should have experience with: • Import/export logistics and compliance • Vehicle import/export or auto industry cross-border regulations • Tariff laws, specifically related to Chinese goods • U.S./Mexico customs procedures Please include any relevant experience or case studies in your proposal.
