Stay Ready NOLA, Inc. is a New Orleans-based 501(c)(3) nonprofit. We are soliciting proposals from qualified individuals or firms to serve as a Procurement Intermediary to support our organization in acquiring various tools, equipment, and materials for the construction of a Resilience Hub funded by an EPA Community Change Grant. This engagement is intended as a compliance hedge—a third-party check and buffer to ensure that our procurement process meets the letter and spirit of our grant requirements. This RFP seeks a compliance-oriented procurement partner who will act as an intermediary to ensure purchases align with applicable federal regulations, including Build America, Buy America (BABA) requirements and Community Change Grant terms that restrict grantees from specifying vendors or products in a way that unduly limits competition. The Procurement Intermediary will help ensure that purchases are both compliant and well-documented to protect the integrity of our program and funding. The executed contract between SRN and the Procurement Intermediary will create a binding obligation for the Procurement Intermediary to acquire the items on our procurement list using a Best Efforts standard, and for SRN to pay the Procurement Intermediary for same. The Procurement Intermediary will not be required to place orders until funds are received by Procurement Intermediary from SRN. It is expected, but not guaranteed, that the total value of all materials procured under this contract will be between $300,000 and $400,000 or more. - The selected Procurement Intermediary shall receive a running list of items via a shared spreadsheet from Stay Ready NOLA indicating items that are immediately needed. - They will review each requested item to confirm programmatic compliance. Where items do not meet compliance standards, the Intermediary will provide suggested compliant alternatives. - They may offer suggestions for more cost effective alternatives. - They will confirm with the project Architect or designated SRN employee or Contractor that the item meets the design requirements of the project. Where items do not meet compliance standards, the Intermediary will provide suggested compliant alternatives. - They will arrange shipping for the selected items and update the shared spreadsheet to include at first estimated and then final shipping costs. - Where applicable the Intermediary will provide documentation of Stay Ready Nola’s non-profit status to the vendor if it will result in lower cost due to avoidance of sales tax. - The Intermediary will procure items using their own eBay, Amazon, or retail accounts. All items will be shipped to a warehouse location provided by Stay Ready NOLA. The Intermediary does not need to be onsite. The Procurement Intermediary will provide timely and accurate invoices with supporting documentation. - Either party may cancel the Agreement with 30 days notice. Proposals All proposals must include a company or individual profile including a point of contact, a description of relevant procurement, compliance, or sourcing experience, a proposed fee or compensation structure, and at least two references from past clients. The fee or compensation may be an hourly rate, a percentage of the cost of the items ordered, or a combination of the two. Proposals will be evaluated based on demonstrated experience with procurement, cost-effectiveness and fee structure, ability to operate independently and remotely, and responsiveness to the scope of work and clarity of proposal. Time is of the essence. The RFP is offered on a running basis and will be taken down when we feel we have found the right fit. Therefore length and design of the proposal is less important than the substance. Respondents should reach out via upwork messages for additional information. Stay Ready NOLA reserves the right to reject any or all proposals, waive informalities or irregularities, and to contract in the best interest of the organization.
