Needing expertise with adding custom pixel tracking to WordPress site

We are in need of a Google Tag Manager contractor who specializes in custom 3rd party pixel management for WordPress. Our client has requested that we ad 2 tracking pixels on our landing page at: https://cllsociety.org/newly-diagnosed/test-before-treat/ We are using WordPress and Elementor as our website foundation. The pixels to be placed need to track general webpage activity and a click event to client website. We only utilize Google Analytics 4 for our metrics but are told that we will need to utilize Google Tag Manager (which we have no experience with) in order to implement this. We need your expertise to help us with setting up Google Tag Manager, creating pixel containers in GTM, placing these correctly on our landing page, testing, and reporting. The pixels are generated through LiveRamp. Attached is the implementation and walkthrough guide provided by the agency in charge.
