Cold Email - 1 Mil Monthly Sends Minimum

Looking for someone who can build out cold email infrastructure for solar. Looking to send more than 1 Million emails per month. Requirements: needs to be able to source data for reasonable prices from preferably dozens of providers. Needs to be able to create custom messaging at scale that references data pulled from various platforms. Ie. pulling roof sq foot data of the person being outreached to put in the email.
