Qualified Professional to Design, Source Fabrication and Help Install Automated Wine Rack

I live in San Francisco and am looking for someone who is reliable and qualified to design, source fabrication, and assist with installing a custom, movable wine rack. My home has a demised basement space 25' long, 4' wide, and about 5.5' high. There is an entry to the space roughly in the middle of this area. It is perfect for wine storage, but incredibly awkward to access. I want to hire a professional in connection with my idea for a simple carriage on wheels that would sit on two horizontal, steel tracks that would slide from end to end of the demised space. I intend to purchase a custom wine rack to sit on top of the carriage, and there's about 40" of height available - so about 400 bottles (i would handle this portion of the project). An electric motor would drive the carriage to the right or the left to find the bottle I'm looking for. Given the entry to the space, the final product would need to be brought into the space in pieces for assembly. Anyone interested must be in the Bay Area and able to visit the home to take measurements and assist with design and installation.
