Testing Engineer - add test coverage, mentor staff on best practices

After building a solid proprietary system in C#, we have an array of unit tests, some integration, and manual tests, but want to upgrade and standardize testing across all subsystems. We need someone to tackle one or two subsystems and establish some practices for our developers to continue using. We are not interested in TDD. We are updating testing now, but moving too slow so we want to add some hired help.
