FOIA & Legal Research Specialist Needed for Ongoing Investigation

I am conducting an ongoing legal investigation into potential government misconduct, civil rights violations, and unlawful surveillance. I need a highly skilled FOIA (Freedom of Information Act) specialist with expertise in filing, tracking, appealing, and litigating FOIA requests at the federal and state levels. Key Responsibilities: Draft, submit, and track FOIA requests to federal agencies (FBI, DOJ, DHS, Fusion Centers, and others). File appeals for delayed or improperly denied requests. Identify and pursue expedited processing options when applicable. Research public records, court filings, and law enforcement databases for related cases. Analyze FOIA responses for inconsistencies or withheld information. Assist in drafting legal complaints for potential litigation against government agencies for non-compliance. Required Skills & Experience: Strong knowledge of FOIA laws (5 U.S.C. § 552) and federal agency disclosure policies. Experience filing administrative appeals and, if applicable, litigation experience for FOIA enforcement. Expertise in state-level public records requests (especially in Florida, Washington, and California). Familiarity with government databases (NCIC, TECS, PACER, and others). Strong legal research and writing skills, particularly in civil liberties, privacy law, and surveillance issues. Experience working with journalists, attorneys, or advocacy groups preferred. Project Scope & Compensation: This is an ongoing contract as the investigation progresses. Open to hourly or fixed-rate pricing, depending on experience. Priority will be given to candidates with prior FOIA litigation or law enforcement transparency experience.
