Cloud Migration [IT infrastructure to Gov Cloud]

We're looking for a senior hands-on architect or engineer who can (1) Architect (2) Design (3) Plan (4) Document (5) Implement and (6) Test an IT migration for a small business which has manufacturing ERP and rest of the IT management on-prem. We are looking to move the complete IT from on-prem to Gov Cloud, which could be Azure GCC or AWS. Other than technical skills, the consultant needs to be exceptional in Planning & Documenting the steps involved. The consultant needs to be a supremely organized individual with exceptional written & spoken communication skills. The current on-prem IT infrastructure is small in size (number of hosts), but the network includes Dev Environment, Test Environment and the complete IT Management inhouse (AD, Security & more) Experience with migrating to Gov Cloud would be highly preferred.
